40A:9-163.  Change in government;  effect on officers    Except as otherwise provided by law, whenever the form of government of any  municipality shall be changed the municipal officers of such municipality, by  whatever name they may be known, shall be the officers of the said municipality  with all the powers, duties and functions of like officers in such municipality  and shall continue in office until the first election of officers to be held in  such municipality and until the newly elected officers have been elected and  qualified.
