52:31B-8.  Aggrieved persons;  hearing    Any person or business concern aggrieved by any final action, ruling, notice  or order of any State agency or unit of local government in the discharge of  any duty imposed by this act on any such State agency or unit of local  government, shall be entitled to a hearing before the commissioner. The  application for such hearing must be filed with the commissioner within 15 days  of the receipt by the applicant therefor of notice of the action, ruling,  notice or order complained of.  No such hearing shall be held except upon 7  days' written notice to all interested parties, and each such hearing shall be  held within 15 days of the receipt of the application therefor. Within 10 days  after the completion of such hearing, the commissioner shall issue an  appropriate order approving, modifying, and approving as so modified, or  setting aside in whole or in part the action, ruling, notice or order  complained of, a copy of which order shall be served on all interested parties.   Pending the determination by the commissioner, and upon application therefor,  the commissioner may grant a stay of the action, ruling, notice or order  complained of; provided, that no such stay shall be granted except upon such  terms and conditions as will insure compliance with the provisions of this  act.
