§ 7.05. Executive  director.  1.  The  executive  director  heretofore  appointed by the commissioner of education to be the  head  of  the  New  York  state  summer  school  of  the  arts shall continue in office. The  executive director shall hold office at the pleasure of the commissioner  of education and shall be subject to such rules and  regulations  as  he  may prescribe.    2.  The commissioner of education may appoint such deputies, directors  and other officers, teachers, employees, agents, consultants and special  committees as he may deem necessary for  the  proper  implementation  of  this article, prescribe their duties, fix their compensation and provide  for  reimbursement  of  their  expenses  within  the  amounts  available  therefor by  appropriation.  The  executive  director  shall  develop  a  program and plan for the establishment of a summer school of the arts in  all  branches  of the arts whenever possible, and in accordance with the  rules of such commissioner  shall  undertake  all  necessary  action  to  execute  such program and plan in accordance with the provisions of this  section. The executive director shall undertake  the  necessary  studies  and  evaluations  and  report to such commissioner for ways and means to  improve the summer school of the arts.    3.  The  executive  director  shall  pursue  a  course  of  action  in  connection  with  the  performance of his duties and responsibilities to  encourage and obtain the services, on a voluntary basis,  of  well-known  and  qualified  artists and performers who have distinguished themselves  in the visual and performing arts, and who by background,  training  and  experience  can  provide  such essential services to the students within  the meaning and intent of this article.
