§  2799-bb.  Definitions.  For  the purposes of this title, unless the  context otherwise requires:    1. "Alternative revenues" means (i) sales and compensating  use  taxes  that  the  city  is  authorized  by  the  state to impose and (ii) taxes  imposed pursuant to section eleven hundred seven of the tax law.    2. "Authority" or "New York city transitional finance authority" means  the public benefit corporation created by this title.    3. "Bonds" means bonds, notes and  other  evidences  of  indebtedness,  issued by the authority.    4.  "Capital  financing need" means a period during which and only the  extent to which the issuance of bonds  in  accordance  with  this  title  would  assist the city in meeting its capital needs as determined by the  mayor pursuant to section twenty-seven hundred  ninety-nine-ff  of  this  title.    5. "City" means the city of New York.    6. "Comptroller" means the comptroller of the city.    7. "Council" means the council of the city.    8.   "Director  of  management  and  budget"  means  the  director  of  management and budget of the city.    9. "Mayor" means the mayor of the city.    10. "Project capital costs" or "costs" means  costs,  appropriated  in  the  capital budget of the city pursuant to chapters nine and ten of the  New York city charter, as amended from time to time, providing  for  the  construction,  reconstruction,  acquisition  or installation of physical  public betterments or improvements, or  the  costs  of  any  preliminary  studies,  surveys,  maps,  plans,  estimates and hearings, or incidental  costs, including, but not limited to, legal fees, printing or engraving,  publication of notices, taking of title,  apportionment  of  costs,  and  interest  during  construction,  or  any  underwriting  or  other  costs  incurred in connection with the financing thereof.    11. "Public corporation" means and includes the city,  the  state  and  every public corporation as defined in the general construction law.    12.  "Revenues"  means  the  tax  revenues  and  all aid, rents, fees,  charges, payments and other income and receipts paid or payable  to  the  authority or a trustee for the account of the authority.    13.  "Speaker"  means  the speaker of the council, elected pursuant to  the rules of the council.    14. "State" means the state of New York.    15. "Tax revenues" means the taxes paid or payable  to  the  authority  pursuant  to  section  thirteen hundred thirteen of the tax law and such  other revenues as the authority may derive directly from the state  from  taxes imposed by the city or the state and collected by the state.
