The Commissioner is authorized to establish and maintain or makeprovision for seed‑testing facilities, to employ educationally qualifiedpersons, to make or provide for making purity and germination tests of seeds, uponrequest, for farmers or seedsmen, and to prescribe rules and regulationsgoverning such testing, and to incur such expenses as may be necessary tocomply with these provisions.
