When cattle are sold or otherwise disposed of in this State by anonresident of this State, the person or persons on whose premises the cattleare sold or otherwise disposed of with his knowledge and consent shall beequally responsible for violation of this law and the regulations of theDepartment of Agriculture and Consumer Services.
