The General Assembly hereby finds and declares that it is in the publicinterest that the State regulate the activities of those persons engaged in thebusiness of preparing, mixing, or manufacturing commercial fertilizers, inorder to insure the manufacturer, distributor and consumer of the correctquantity and quality of all commercial fertilizer sold or offered for sale inthis State. It shall therefore be the policy of this State to regulate theactivities of those persons engaged in the business of preparing, mixing ormanufacturing commercial fertilizer. (1977, c. 303, s. 18.)
