The General Assembly hereby finds and declares that it is in the publicinterest that the State regulate the activities of those persons engaged in thebusiness of preparing, or manufacturing agricultural liming material andlandplaster in order to insure the manufacturer, distributor, and consumer ofthe correct quantity and quality of all said materials sold or offered for salein this State. It shall therefore be the policy of this State to regulate theactivities of those persons engaged in the business of preparing ormanufacturing agricultural liming material and landplaster.
