The cost of special elections held under the authority of this Chapterin connection with the establishment of an institution shall be paid out of thegeneral fund of the county or counties which shall conduct such elections. Allspecial elections held on behalf of a duly established institution shall bepaid by such institution and the expenses may be included in the annualinstitutional budgets.
