No water system serving a residence hall or fraternity or sororityhousing shall levy or collect any water‑meter fee, water‑hydrantfee, tap fee, or similar service fee on a residence hall or fraternity orsorority house with respect to supporting a supplemental fire safety protectionsystem in excess of the marginal cost to the water system to support the firesafety protection system.
