Article 7.

Legislative ServicesCommission.

§ 120‑31.  LegislativeServices Commission organization.

(a)        The LegislativeServices Commission shall consist of the President pro tempore of the Senate,seven Senators appointed by the President pro tempore of the Senate, theSpeaker of the House of Representatives, and seven Representatives appointed bythe Speaker of the House of Representatives. The President pro tempore of theSenate, and the Speaker of the House shall serve until the selection and qualificationof their respective successors as officers of the General Assembly. The initialappointive members shall be appointed after the date of ratification of thisArticle and each shall serve for the remainder of his elective term of officeand until his successor is appointed or until he ceases to be a member of theGeneral Assembly, whichever occurs first. A vacancy in one of the appointivepositions shall be filled in the same manner that the vacated position wasoriginally filled, and the person so appointed shall serve for the remainder ofthe unexpired term of the person whom he succeeds. In the event the office ofSpeaker becomes vacated, the seven Representatives shall elect one ofthemselves to perform the duties of the Speaker as required by this Article. Inthe event the office of President pro tempore becomes vacated, the sevenSenators shall elect one of themselves to perform the duties of President protempore as required by this Article. Members so elevated shall perform theduties required by this Article until a Speaker or a President pro tempore isduly elected by the appropriate house.

(b)        The President protempore of the Senate shall be the chairman of the Commission in odd‑numberedyears and the Speaker of the House of Representatives shall be chairman of theCommission in even‑numbered years.

(c)        The Commission mayelect from its membership such other officers as it deems appropriate, and mayappoint other members of the General Assembly to serve on any committee of theCommission.

(d)        The Commission mayadopt rules governing its own organization and proceedings.

(e)        Members of theCommission, when the General Assembly is not in session, shall be reimbursedfor subsistence and travel allowance as provided for members of the GeneralAssembly when in session for such days as they are engaged in the performanceof their duties.
