§ 143‑170.3. Reports; audits.

(a)        The Department of Administration shall report to the JointLegislative Commission on Governmental Operations each State agency andcommunity college that fails to timely adopt and submit to the Department theinformation required by G.S. 143‑170.2.  The initial report shall be madeby January 1, 1991.

(b)        Upon the determination of the State Auditor that a Stateagency or community college has failed to substantially comply with itspublications procedure manual or its administrative review and approval processfor public documents, the State Auditor shall report the noncompliance to theJoint Legislative Commission on Governmental Operations within 60 days if theGeneral Assembly is not in session, and to the President Pro Tempore of theSenate, the Speaker of the House, and the Senate and House AppropriationsCommittee Chairmen within 30 days if the General Assembly is in session.

(c)        The State Librarian and the University Librarian of theUniversity of North Carolina at Chapel Hill shall identify the types ofpublications for which the use of acid‑free paper is desirable and, withthe assistance of the Department of Administration, shall study theavailability of acid‑free paper and the costs associated with purchasingand using acid‑free paper.  The State Librarian and the UniversityLibrarian of the University of North Carolina at Chapel Hill shall report tothe Joint Legislative Commission on Governmental Operations no later thanNovember 1, 1990 the information required by this subsection.
