Nothing in this Article shall be construed to require the Board or theCommissioner to initiate, or attempt to initiate, any criminal oradministrative proceedings under this Article for minor violations of thisArticle whenever the Board or Commissioner believes that the public interestwill be adequately served in the circumstances by a suitable written notice orwarning.
