§ 153A‑230.4. Standards.

The county satellite jail/work release units for misdemeanants shallnot be subject to the standards promulgated for local confinement facilitiespursuant to G.S. 153A‑221. The Secretary of Health and Human Servicesshall develop and enforce standards for satellite/work release units. TheSecretary shall take into consideration that they are to house only screenedmisdemeanants most of whom are on work release and therefore occupy thepremises only in their off‑work hours. After consultation with the NorthCarolina Sheriff's Association, the North Carolina Association of CountyCommissioners, and the Joint Legislative Commission on Governmental Operations,the Secretary of Health and Human Services shall promulgate standards suitablefor these units by January 1, 1988, and shall include these units in theDepartment's monitoring and inspection responsibilities. Further, the NorthCarolina Sheriffs' Education and Training Standards Commission shall includeappropriate training for Sheriffs and other county law enforcement personnel inregard to the operation, management and guidelines for county work releasecenters pursuant to its authority under G.S. 17E‑4. (1987, c. 207, s. 1; 1987 (Reg. Sess., 1988), c. 1106,s. 6; 1997‑443, s. 11A.118(a).)
