This Article only applies to a county if approved by the qualifiedvoters of the county in a referendum called by the board of commissioners inaccordance with G.S. 163‑287. The referendum shall be conducted bythe county board of elections in accordance with the provisions of lawgenerally applicable to special elections. The ballot question shall bedetermined by the board of commissioners after consultation with the countyattorney as to form. (2005‑35, s. 1.)
