The council may submit new charter amendments proposed under thisArticle at any regular or special municipal election, or at a special electioncalled for that sole purpose. Any amendment affecting the election of cityofficers shall be finally adopted and approved at least 90 days before thefirst election for mayor or council members held thereunder.
