It shall be the duty of thelaw‑enforcement officers of the State, and of each county, city or town,to enforce the rules promulgated hereunder in their respective jurisdictions;and such officers shall have the power to stop any motor vehicle upon thehighways of this State for the purpose of determining whether or not such motorvehicle is being operated in violation of such rules.
