The Commissioner may make suchrules and regulations, not inconsistent with the provisions of this Article,as he shall deem necessary or proper for the effective administration andenforcement of this Article, provided that a copy of such rules and regulationsshall be mailed to each motor vehicle dealer licensee 30 days prior to theeffective date of such rules and regulations.
