The Banking Commission mayadopt reasonable rules as necessary to effectuate the purpose of this Article,to provide for the protection of the borrowing public, and to assistregistrants in interpreting this Article. In order to enforce this Article, theCommissioner may make investigations, subpoena witnesses, require audits andreports, and conduct hearings regarding possible violations of its provisions.
