The Indians now residing inHalifax, Warren and adjoining counties of North Carolina, originally found bythe first permanent white settlers on the Roanoke River in Halifax and WarrenCounties, and who descend from the Saponi, Nansemond, and other tribes ofIndians originally inhabiting the coastal regions of North Carolina, shall,from and after April 15, 1965, be designated and officially recognized as theHaliwa‑Saponi Indian Tribe, and they shall continue to enjoy all theirrights, privileges and immunities as an American Indian Tribe with a recognizedtribal governing body carrying out and exercising substantial governmentalduties and powers similar to the State, being recognized as eligible for thespecial programs and services provided by the United States to Indians becauseof their status as Indians.
