The Department, with theapproval of the Governor, and in order to accomplish any of the purposes of theDepartment, may apply for, accept, and expend grants from the federalgovernment and its agencies and from any foundation, corporation, association,or individual; may enter into contracts relating to such grants; and may comply with the terms, conditions, and limitations of any such grant orcontract. The Department may engage in such research as may be appropriate tofurther its ability to accomplish its purposes under this Article, and maycontract for such research to be done by others. The Department may cooperatewith any federal, state, or local government or agency, of this or any otherstate, in mutual programs to improve the enforcement of this Article or toaccomplish its purposes more successfully.
