All license fees shall be paidin advance to the secretary and treasurer of the Board and by him held as afund for the use of the Board. The compensation and expenses of the members ofthe Board as herein provided, the salaries of its employees, the costs ofcontinuing educational programs for licensees and applicants, and all expensesincurred in the discharge of its duties under this Article shall be paid out ofsuch fund, upon the warrant of the chairman and secretary and treasurer.
