122.98 Ohio aerospace and defense advisory council.

(A)(1) There is hereby created the Ohio aerospace and defense advisory council, which shall consist of eleven voting members and not more than six nonvoting members.

(2) The governor shall appoint the eleven voting members of the council with the advice and consent of the senate, and shall designate one of these members to serve as the chairperson of the council. The voting members so appointed by the governor shall be individuals who are knowledgeable in at least one of the following fields: aerospace technology, national defense issues associated with aerospace technology, issues facing private enterprises that conduct business in the aerospace industry, technology commercialization, or other fields that are relevant to the mission of the council as determined by the governor.

The governor shall make the appointments of the voting members so that they represent, as determined by the governor, designated geographical regions of the state in the following manner: not less than two voting members shall represent the Cleveland metropolitan region; not less than two voting members shall represent the Miami valley region; and any remaining voting members shall represent all other regions of the state. All of the voting members so appointed by the governor shall be employees or former employees of private enterprises, except that not less than two of the voting members shall be faculty members of a public or private institution of higher education associated with aerospace technology matters.

Not more than six of the voting members so appointed by the governor shall be members of the same political party.

(3) The governor also may appoint two additional members of the council with the advice and consent of the senate if the governor considers additional members to be necessary. These additional members shall be nonvoting members. One of the additional members shall be an employee of the United States air force who is assigned to the Wright-Patterson air force base. The other additional member shall be an employee of the national aeronautics and space administration who is assigned to the John H. Glenn research center.

(4) The president of the senate shall appoint to the council two members of the senate, each of whom shall be a member of a different political party. The speaker of the house of representatives shall appoint to the council two members of the house of representatives, each of whom shall be a member of a different political party. These legislative members shall serve as nonvoting members of the council.

(B) The terms of office of the council’s members appointed by the governor shall be three years from the date of appointment. The terms of office of the council’s legislative members shall be for the biennial session of the general assembly in which they are appointed. Vacancies shall be filled in the same manner as provided for original appointments. Members may be reappointed.

(C) The council shall meet at least once each six months or more frequently upon the call of the chairperson or upon the request of seven or more members. Eight members of the council constitute a quorum, but the council shall take no official action without the affirmative vote of at least six members. The council may elect officers in addition to the chairperson as it considers necessary.

(D) Members of the council shall receive no compensation, but shall be reimbursed for their actual and necessary expenses incurred in the course of the performance of their duties as members of the council.

(E) The department of development, as requested by the council, shall provide the council with meeting space, staff services, and other technical assistance. The department shall assist the council with the costs of production and distribution of council reports from the general operating budget of the department.
