EXTENSIONAND FIELD WORK

 

      566.210Agricultural institutes; rules. (1) The State Board of Higher Educationmay hold institutes for the instruction of citizens of this state in thevarious branches of agriculture at such times and at such places as the boardmay direct. The board shall make such rules and regulations as it deems properfor organizing and conducting the institutes, and shall employ an agent oragents to perform such work in connection therewith as it deems best.

      (2)The course of instruction at the institutes shall be so arranged as to presentto those in attendance results of the most recent investigations in theoreticaland practical agriculture.

 

      566.220Extension and field work by Oregon State University. Oregon StateUniversity may engage in, conduct and encourage educational extension,demonstration and field work in all or any of the several counties of thestate, the same to include agriculture, horticulture, dairying, domesticscience and other industries. It shall be conducted by means of instruction inthe established schools of the state and by itinerant schools, farmers’institutes, local clubs, demonstration trains, exhibits at state, county andother fairs and expositions, and otherwise in such manner as may from time totime be deemed expedient by the university.

      566.235Master Gardening Program. The Oregon State University Extension Service shallenhance its education program for urban and suburban landowners through theMaster Gardening Program. The purpose of the program is to teach urban andsuburban landowners proper conservation measures as those measures relate tohomes, gardens and general urban and suburban nonpoint pollution problems.       566.310Definition for ORS 566.310 to 566.360. As used in ORS 566.310 to 566.360, “secretary”means the Secretary of Agriculture of the United States. [Formerly 414.040 andthen 414.810; 1995 c.152 §1; 2003 c.253 §25]

 

      566.320Application to federal government for return of trust assets of dissolvedOregon Rural Rehabilitation Corporation. The Department of State Lands hereby isdesignated as the state agency of the State of Oregon to make application toand receive from the Secretary of Agriculture of the United States, or anyother proper federal official, pursuant and subject to the provisions of PublicLaw 499, 81st Congress, approved May 3, 1950, the trust assets, either funds orproperty, held by the United States as trustee in behalf of the Oregon RuralRehabilitation Corporation. [Formerly 414.050 and then 414.820]

 

      566.330Authority to enter into agreements with Secretary of Agriculture to administertrust assets.The Department of State Lands is authorized to enter into agreements with theSecretary of Agriculture of the United States pursuant to section 2(f), PublicLaw 499, 81st Congress, upon such terms and conditions and for such periods oftime as may be mutually agreeable, authorizing the secretary to accept,administer, expend and use in the State of Oregon all or any part of such trustassets for carrying out the purposes of Titles I and II of the Bankhead-JonesFarm Tenant Act, in accordance with the applicable provisions of Title IVthereof, as now or hereafter amended, and to do all things necessary toeffectuate and carry out the purposes of such agreements.       566.340Administration of trust assets. Notwithstanding any other provisions oflaw, the funds and proceeds of the trust assets that are not authorized to beadministered by the Secretary of Agriculture of the United States under theprovisions of ORS 566.330 shall be received by the Department of State Landsand by it deposited in the State Treasury in an account, separate and distinctfrom the General Fund. Interest earned by the account shall be credited to theaccount. Moneys in the account are continuously appropriated to the Housing andCommunity Services Department and may be expended or obligated by the Housingand Community Services Department for the purposes of ORS 566.330 or forfarmworker housing permissible under the charter of the now dissolved OregonRural Rehabilitation Corporation.       566.350General authority of Housing and Community Services Department in administeringlaw; delegation of authority to Secretary of Agriculture. (1) The Housingand Community Services Department may:

      (a)Collect, compromise, adjust or cancel claims and obligations arising out of oradministered under ORS 566.310 to 566.360 or under any mortgage, lease,contract or agreement entered into or administered pursuant to ORS 566.310 to566.360, and, to the extent the department considers necessary and advisable,pursue the same to final collection in any court having jurisdiction.

      (b)At any execution, foreclosure or other sale, bid for the purchase of, orotherwise acquire, property upon which the department has a lien by reason of ajudgment or execution or property that is pledged, mortgaged or conveyed orthat otherwise secures any loan or other indebtedness owing to or acquired bythe department under ORS 566.310 to 566.360.

      (c)Accept title to any property purchased or acquired under this subsection and:

      (A)Operate or lease such property for the period the department deems necessary toprotect the investment in the property; and

      (B)Sell or otherwise dispose of such property in a manner consistent with theprovisions of ORS 566.310 to 566.360.

      (2)The authority granted in this section may be delegated to the Secretary ofAgriculture of the United States with respect to funds or assets authorized tobe administered and used by the secretary under agreements entered intopursuant to ORS 566.330.       566.360Nonliability of United States and Secretary of Agriculture. The UnitedStates and the Secretary of Agriculture of the United States shall be held freefrom liability by virtue of the transfer of the assets to the Department ofState Lands pursuant to ORS 566.310 to 566.360.
