SECTION 42-149-3

   § 42-149-3  State expenditures fornon-state employee services. – All state departments shall submit quarterly reports of all non-state employeeexpenditures for legal services, financial services, temporary workers, andother non-state employee personnel costs. The reports shall be submitted to thestate budget office and the chairpersons of the house and senate financecommittees with the first report due on January 1, 2008. The reports shallcontain the following information:

   (1) Efforts made to identify qualified individuals orservices within state government;

   (2) Factors used in choosing a non-state employee or firm;

   (3) Results of requests for proposals for services or bidsfor services; and

   (4) The actual cost and the budgeted cost for the expenditure.
