28-1-13.1. General aid and assistance on application. Notwithstanding the provisions of any law to the contrary, the Department of Social Services may grant aid and assistance to any individual found eligible to receive such aid or assistance upon receipt of an application completed by the individual desiring such aid or assistance. The individual shall apply upon forms supplied by the department and sign the application under oath or upon perjury statement.
