3-12A-5.1. Self-insured plan authorized--Employment of claims administrators. The commissioner of the Bureau of Personnel may provide all, or any part of, the benefits under the plan or plans provided under this chapter by means of a plan which is self-insured in whole or in part. The commissioner may execute contracts with claims administrators selected by the commissioner. In making such selection, the commissioner shall consider, among other things, financial stability, experience, and claims facilities. In evaluating these factors, the commissioner may employ the services of impartial, professional analysts, or actuaries, or both.
