38-1-12. Employment of inspectors and other employees. The secretary of agriculture shall have power, with the advice and consent of the Governor, to employ such inspectors, deputies, clerical assistants, and other necessary employees as shall be necessary for the efficient and economical administration of his department and not inconsistent with the rules and regulations of the Bureau of Personnel.
