46A-7A-104. Capital benefit assessments--Purposes. Capital benefit assessments may be levied by the district only for the following purposes:
(1) To provide security and a source of funds for payment of principal and interest on bonds issued to fund a project; or
(2) To provide security and a source of funds for payment of principal and interest on a loan for construction of a project made to the district by the United States or by the State of South Dakota, or both.
