46A-7A-33. Canvass of returns. The board shall meet at its usual place of meeting on the first Monday after each election to canvass the return. If, at the time of meeting, the returns from each precinct in the district have been received, the board shall proceed to canvass the returns but if all returns have not been received, the canvass shall be postponed from day to day until all returns have been received. The canvass shall be made in public by opening the returns, ascertaining the vote of the district for each nominee and declaring the results thereof. No list, tally paper, or certificate returned from any election may be set aside or rejected for want of form if it can be satisfactorily understood.
