46A-7A-79. Tolls and charges for use of water and other services. In addition to levying assessments and in lieu, in whole or in part, of calling such assessments, the board may fix tolls or charges for use of water, the right to the use of which is owned or controlled by the district, including the use of groundwater, stand-by charges for making water service available or for any other service of any type or nature, whether or not related to water use, rendered by the district and may collect the same from all persons receiving the benefit of the water or other services. Such tolls or charges may be levied and collected in order to provide, in whole or in part, for payment of amounts due to the state, any state agency, any other district or the United States, whether for capital charges or service charges or otherwise, or in order to provide, in whole or in part, for payment of the costs of a project or the principal of and interest on bonds of the district, to provide a bond reserve fund to secure bonds of the district, to provide for operation and maintenance of a project or to obtain funds for any lawful purpose of the district. If tolls or charges are levied and collected to provide for payment of amounts due under more than one contract, such tolls and charges may be fixed, levied, and collected in a manner to charge, as nearly as practicable, the lands served under a particular contract with the amounts due under that contract.
