46A-13-7. Organization of commission--Time--Officers, selection. Such commissioners shall within ten days after their appointment meet at some convenient place within the drainage district and elect one of their members as chairman. They shall appoint the county auditor of one of the counties having territory included within such district clerk of such commission, whose duties as such clerk shall be to keep and preserve the records of such commission in his office and to act generally as the clerical officer of such commission, and thereafter the office of such county auditor shall be the office of such drainage commission. The board of county commissioners of such county shall provide such additional help and facilities as may be necessary for the auditor to act as clerk of such commission, and the cost thereof shall be ascertained by the commission, and included as part of the cost of the drainage proceeding conducted by such commission, and shall be collected by the commission and repaid to such county; and the filing of any petition, report, or document with such county auditor for all purposes of this chapter shall be deemed a filing with such commission.
