10-8-51. Beggars, prostitutes, swindlers -- Punishment.
They may provide for the punishment of tramps, street beggars, prostitutes, habitualdisturbers of the peace, pickpockets, gamblers and thieves, or persons who practice any game,trick or device with intent to swindle.
