§ 1004a. Critical incidents and post-traumatic stress disorder; committee TITLE 3ExecutivePART IGenerallyCHAPTER 27. STATE EMPLOYEES LABOR RELATIONS ACTSubchapter VI. Miscellaneous Provisions[Section 1004a repealed effective March 1, 2011; see note set out below.]

§ 1004a. Critical incidents and post-traumatic stress disorder; committee

(a) The commissioner of public safety shall engage in a cooperative effort to identify and address issues associated with critical incidents and post-traumatic stress disorder for department of public safety employees.

(b) A committee to address issues associated with critical incidents and post-traumatic stress disorder for department of safety employees shall meet not less than three times annually and present a report to the house committee on government operations by January 15th of each year. The committee shall be comprised of the following members: the Vermont state police field force commander or designee; the director of the Vermont state employees' association or designee; one employee of public safety who is not a law enforcement officer, appointed by the director of the Vermont state employees' association; the chair of the Vermont state police union; one member of the state police union appointed by the chair of the union; the team leader of the department peer support team; the personnel administrator for the department or designee; and the person serving as the department clinical psychologist or designee.

(c) The committee shall:

(1) evaluate existing programs, education, training needs, process, and department policies that address issues of recognition of symptoms of acute stress reaction, and of critical incident or post-traumatic stress effect on employees;

(2) review current and best practices in the field of critical incident response and treatment and post-traumatic stress disorder impact, response, and treatment for department employees; and

(3) regularly share information with the law enforcement advisory board and other interested law enforcement groups. (Added 2005, No. 112 (Adj. Sess.), § 1.)
