§ 6603d. User fee implementation assistance

(a) The secretary shall issue a grant to a municipality, or a group of municipalities organized as a solid waste management district, to develop and implement a system of user fees for municipally operated solid waste management facilities. Priority consideration shall be given to the above entities which use privately owned or operated facilities for disposal of their solid waste. Within the amounts appropriated for this purpose, grants may be made for up to 100 percent of the costs of implementing a system of user fees.

(b) After July 1, 1988 each municipality or solid waste district that pays a tax pursuant to 32 V.S.A. § 5952 shall be entitled to retain five percent of the amount due, in order to defray costs of tax administration. (Added 1987, No. 78, § 7; amended 1989, No. 30, § 6, eff. April 27, 1989.)
