§ 9-5.1. Enactment of ordinances

The board of aldermen may make, alter, amend or repeal any resolutions, bylaws, regulations and ordinances which it may deem necessary and proper for carrying into effect any of the powers conferred upon said city by this Act or for the well being of said city, and which shall not be inconsistent with this Act or with the constitution or laws of the United States or of this state; and to provide penalties for the breach thereof. Any new ordinance adopted, or alteration, amendment or repeal of an existing ordinance, shall be published in one or more newspapers in the city, to be prescribed by the board of aldermen at least twenty (20) days before they shall take effect.
