§ 33.1-13.01. Annual report on outsourcing, privatization and downsizing,maximizing revenue generation, and increasing the role of the private sector.

The Commonwealth Transportation Commissioner shall annually report in writingto the General Assembly, no later than November 30 of each year, on allactions and initiatives of the Virginia Department of Transportation in thepreceding fiscal year that involved outsourcing, privatization, anddownsizing. Further, the Commissioner shall provide, in writing to theGeneral Assembly, detailed and specific plans for outsourcing, privatization,and downsizing in the current fiscal year, including, but not limited to,appropriate asset management and intelligent transportation system functionsand services. Such report shall include a description of efforts that havebeen made, are under way, or are to be undertaken for maximizing thegeneration of revenue from existing assets of the Department ofTransportation, including but not limited to real estate, and increasing therole of the private sector and public-private partnerships in the leasing ofreal estate and other assets in the development of highway projects.
