§ 6.1-194.86. (Repealed effective October 1, 2010) Examination of books,etc., of persons believed to be doing business without authority; doingbusiness without authority a felony.

A. The Commissioner is authorized and directed to examine the accounts, booksand papers of any person or entity which he has reason to believe is doingthe business of a savings institution in the Commonwealth without legalauthority to do so. Any person having possession, custody or control of suchaccounts, books and papers refusing to produce such documents for examinationby the Commissioner shall be guilty of a Class 1 misdemeanor.

B. Every person who does the business of a savings institution in theCommonwealth without authority, and every officer and agent of a corporationdoing such business without authority who knowingly participates therein,shall be guilty of a Class 6 felony.
