The Virginia Sheriffs' Association and the Virginia Community PolicingInstitute, and the directors, managers, members, officers and employees ofsuch entities shall be immune from civil liability for their acts oromissions relating to the establishment and operation of an automated victimnotification system unless such act or omission was the result of grossnegligence or willful misconduct.
