(1) A local government global warming mitigation and adaptation program is established. The program must be administered by the *department of community, trade, and economic development and must conclude by June 30, 2010.      (4) The *department of community, trade, and economic development must provide a report of program findings and recommendations to the governor and the appropriate committees of the house of representatives and the senate by January 1, 2011.      (5) This section expires January 1, 2011.
