The department of early learning shall have primary responsibility for providing child abuse and neglect prevention training to preschool age children participating in the federal head start program or the early childhood education and assistance program established under RCW 28A.215.010 through 28A.215.050, 43.215.400 through 43.215.450, and 43.215.900 through 43.215.903.
