§291-33  Projections on face ofwheels prohibited.  There shall not be operated or moved upon any publicroad, street, or highway within the State, any vehicle, motor vehicle, or otherpower vehicle the face of the wheels of which are fitted or equipped withflanges, ribs, clamps, cleats, lugs, chains, spikes or other projections, otherthan rubber blocks, destructive to the road surfaces.  This provision appliesto all rings or flanges upon guiding or steering wheels of such vehicles, butit shall not be so construed as to prevent (1) the use of ordinary detachabletire or skid chains, or (2) the use of studded snow tires on either the MaunaKea access road above Hale Pohaku or on any other road within the Mauna KeaScience Reserve leased to the University of Hawaii.

This section shall not apply to tractionengines, tractors, or other vehicles of the tracklaying type when the portionsof the movable tracks in contact with the roadway surface present planesurfaces of sufficient area to prevent damage thereto.
