[§302A-1303]  School budget, general fund. 
The salaries of the superintendent, teachers, office force, and all other
employees of the department, and all items of general expense, including books,
materials, supplies, and equipment, shall be included in the departmental
estimate in such form and detail as the director of finance shall require,
together with such statistical and supporting data as the director may request.
