ยง302A-803ย Powers and duties of the board.ย (a)ย In addition to establishing standards for the issuance and renewal oflicenses and any other powers and duties authorized by law, the board's powersshall also include:
(1)ย Setting and administering its own budget;
(2)ย Adopting, amending, or repealing the rules of theboard in accordance with chapter 91;
(3)ย Receiving grants or donations from privatefoundations, and state and federal funds;
(4)ย Submitting an annual report to the governor, thelegislature, and the board of education on the board's operations and from the2007-2008 school year, submitting a summary report every five years of theboard's accomplishment of objectives, efforts to improve or maintain teacherquality, and efforts to keep its operations responsive and efficient;
(5)ย Conducting a cyclical review of standards andsuggesting revisions for their improvement;
(6)ย Establishing licensing fees in accordance withchapter 91 and determining the manner by which fees are collected and subsequentlydeposited into the state treasury and credited to the Hawaii teacher standardsboard special fund;
(7)ย Establishing penalties in accordance with chapter91;
(8)ย Issuing, renewing, revoking, suspending, andreinstating licenses;
(9)ย Reviewing reports from the department onindividuals hired on an emergency basis;
(10)ย Applying licensing standards on a case-by-casebasis and conducting licensing evaluations;
(11)ย Preparing and disseminating teacher licensinginformation to schools and operational personnel;
(12)ย Approving teacher preparation programs;
(13)ย Administering reciprocity agreements with otherstates relative to licensing;
(14)ย Conducting research and development on teacherlicensure systems, beginning teacher programs, the assessment of teachingskills, and other related topics;
(15)ย Participating in efforts relating to teacherquality issues, professional development related to the board's standards, andpromotion of high teacher standards and accomplished teaching;
(16)ย Adopting applicable rules and procedures; and
(17)ย Adopting, amending, repealing, or suspending thepolicies and standards of the board.
(b)ย If, in accordance with chapter 92, theboard determines, on a case-by-case basis, that extenuating circumstances existto justify the suspension, the board may temporarily suspend its rules, or anyportion thereof.ย The board shall establish, in accordance with chapter 91,procedures for the suspension of its rules.ย When determining whether tosuspend its rules, the board shall also establish the length of time for whichthe suspension shall be in effect.
(c)ย The board, in accordance with chapter 92,may also amend licensing-related fees and set or amend other charges related tothe performance of its duties.
