[§286-47.5]  Notice of change of address or
name; penalty.  (a)  If the address of a registered owner of a motor
vehicle is changed from that stated on the application or the certificate of
registration, the registered owner shall, within thirty days after the change,
notify the appropriate county director of finance, in writing, of the change,
stating the registered owner's old and new addresses.



(b)  If the name of a registered owner of a
motor vehicle is changed from that shown on the application or the certificate
of registration or certificate of ownership, the registered owner shall, within
thirty days after the change, notify the appropriate county director of
finance, in writing, of the change and shall submit together with the notice,
the certificate of ownership, the current year's certificate of registration,
if any has been issued to the registered owner, and proof of the change of
name.  Upon receipt of the certificate of ownership, certificate of
registration, if any, and satisfactory proof of the change of name, the county
director of finance shall issue a new certificate of ownership and certificate
of registration.  The charge for the issuance of a new certificate of ownership
and certificate of registration shall be as provided by law except that in the
case of individual owners, no charge shall be made.



(c)  For the purposes of this section, the
following terms shall have the following meanings:



(1)  "Registered owner" includes an
applicant for registration of a motor vehicle the processing of whose
application has not been completed by the issuance of a certificate of
registration and a certificate of ownership.



(2)  "Individual owners" excludes corporate
owners of motor vehicles.



(d)  Any person who violates this section shall
