[§291C-155]  Footrests and handlebars. (a)  Any motorcycle carrying a passenger, other than in a sidecar or enclosedcab, shall be equipped with footrests for such passenger.

(b)  No person shall operate any motorcyclewith handlebars more than fifteen inches in height above that portion of theseat occupied by the operator. [L 1971, c 150, pt of §1]
