[§291C-225]  Failure to comply withsummons or citation.  If a violator of this part does notreturn an answer in response to a summons or citation within a period offourteen days upon receipt of the summons or citation, the traffic violationsbureau shall issue to the registered owner of the vehicle a penal summonsordering the registered owner's appearance in court.
