ยง291C-53ย Restrictions on use ofcontrolled-access roadway or highway.ย (a)ย The director of transportationby rules adopted in accordance with chapter 91, and the counties by ordinance,may regulate or prohibit the use of any controlled-access roadway or highwaywithin their respective jurisdictions by any class or kind of traffic which isfound to be incompatible with the normal and safe movement of traffic.ย Personsoperating motorcycles which are otherwise permitted on a controlled-accessroadway or highway shall be permitted to use any high occupancy vehicle lanedesignated on such roadway or highway.ย For the purposes of this subsection,"high occupancy vehicle lane" means a designated lane of a lanedroadway where the use of such designated lane is restricted to vehiclescarrying at least the minimum number of persons designated by the director oftransportation as indicated on official signs and other officialtraffic-control devices, and to other vehicles as provided by rules adopted inaccordance with chapter 91, or by county ordinance.ย Notwithstanding any law tothe contrary, no person shall operate a neighborhood electric vehicle on anycontrolled-access roadway or highway.
(b)ย The director of transportation or a countyadopting any such prohibition shall erect and maintain official traffic-controldevices on the controlled-access roadway or highway on which such prohibitionsare applicable and when in place no person shall disobey the restrictionsstated on such devices.
