§ 7109. Windsor county youth court advisory board

(a) The Windsor county youth court advisory board is created. The board shall consist of the presiding family court judge in Windsor county or designee, the Windsor county state's attorney or designee, the superintendents of the Hartford, Springfield and Windsor southeast supervisory union school districts or their designees, three youth court officers, three persons to be appointed by the Vermont supreme court and the chair of the Windsor county court diversion or designee. All members of the board shall be appointed or designated by August 15, 1995, for terms expiring on June 30, 1999. The supreme court appointees shall each be licensed to practice law in this state, and at least one of the supreme court appointees shall have at least three years' experience in representing delinquent children. The members of the board shall serve on a voluntary basis without compensation.

(b) Any vacancy of an appointed member of the board shall be filled in the same manner as the original appointment for the duration of the original appointee's term.

(c) The board shall hold its first meeting by September 15, 1995 at a time and place to be designated by the Windsor county state's attorney, or designee, who shall act as the temporary chair of the board until a chair is elected. Thereafter, the board shall meet at the call of the chair or on motion of a majority of the members. At its first meeting, the board shall elect a chair, a vice-chair and a secretary. A majority of the membership of the board shall constitute a quorum. An action may be taken by a majority of the members of the board. (Added 1995, No. 18, § 1.)
