§ 2916. -Appointment

The commissioners may be appointed by the mayor and board of aldermen or city council or by the selectmen of the town or by the trustees of the village, if the municipality fails to elect or shall vote to authorize the mayor and board of aldermen or city council or selectmen or trustees to appoint. If a vacancy occurs it may be filled by the legislative branch.
